Why ASK?

I’m often asked about ASK (Adoptee Solidarity Korea) – what is it, what do we stand for, who’s in it – questions that, in of themselves are not really surprising since the notion of inquiring about adoption is something that ASK encourages people to do. But somehow the answers don’t always come easy. One reason for that is because international adoption is not always the simplest of issues to discuss. It is complicated, nuanced, emotional, and integrally important to all of our lives. Sometimes I might refer people to visit our website since it contains such information as our mission and vision statements as well as papers and news articles related to adoption. We also have announcements about our monthly forums and other activities that we sponsor. And yet the website doesn’t seem to say everything either. And then there is the confusion with our name in Korean, which is 국외 입양인 연대, not to be confused with the name of GOA’L 해외입양인 연대. This causes confusion not so much among the adoptee community, but more with the Korean community, in particular, news outlets. It’s true that our names are similar in Korean but what we represent is somewhat different.

Adoptee Solidarity Korea is, in essence, a group of adult adoptees living in Korea who are working towards a day where intercountry adoption (ICA) out of Korea is no longer necessary. We believe that while the issue of ICA is related to the past, it is not bound by it. The Republic of South Korea today is very different from the country that it was 15-20-30-40 years ago when the majority of us were sent abroad for adoption. Our opinions about ICA have, by and large, been directly informed by the experiences that we’ve had living in this country, the country of our birth. We’ve formed our opinions based on the knowledge that we’ve accumulated through reading articles about adoption, our own personal experiences with Korean society, adoption agencies, search, birth families, adoptive families, and most importantly – from each other, from all of us who are members of our community – this sometimes seemingly random assortment of diverse characters from all over the world.

Yet something ASK members always tell the press is that our stance towards intercountry adoption is not a personal one. Well, it is and it isn’t – because the personal is the political. We wouldn’t be here standing up for the rights of adoptees, the rights of single mothers, and the rights of birth families if we weren’t adoptees ourselves. But the issue of ICA itself isn’t a personal one, meaning that whether or not we as individuals had a “good” adoption or a “bad” adoption experience, does not change the fact that we feel there is no justifiable reason that Korea today cannot take care of its own children.

Korea is still a major supplier of children to the U.S., right behind China, Russia, and Guatemala. For years, Korea was the number one supplier to America. Indeed, the booming industry of international adoption has flourished and continues to expand at ever increasing rates largely based upon the model of success that was first implemented in Korea. Ever since the mid-1980s the Korean government has been promising to end ICA but has yet to follow through with their word. So even the government acknowledges that having the reputation as a baby-exporting nation is not exactly the image a supposedly developed, industrialized nation should have. But most importantly, the adoption industry in Korea, which includes hospitals, orphanages, single mothers’ homes, and foster care providers, is in dire need of reform.

As a political, active, non-governmental, non-denominational, adoptee run organization, ASK’s mission is to see these changes put into action. We would like to see the end of international adoption. We would like the government to provide support for single mothers so that they are better able to keep and raise their own children. We would like to see families kept intact. We would like to see transparency in the financial records of the four adoption agencies: Korean Social Services, Holt, Eastern Social Welfare Society, and Social Welfare Society. We would like adoptees to have open access to their own pasts – birth records, health records. We would like adoptees who return to Korea to not be treated as second class citizens. These are among the many issues that ASK stands for. It is not so easy to state or explain them all at once but we would certainly welcome any opportunity to sit down with any of you at any time to have an open-minded discussion about these varied issues that affect our community.

We are looking forward to the upcoming year as a year of development and change. The IKAA Gathering 2007 should be an exciting time for our community. ASK also hopes to be more active in the following year with the submission of our petition to end intercountry adoption to the National Assembly, in addition to our volunteer activities at Aeranwon (a home for single mothers), our monthly forums, and continuing to raise awareness about the realities of ICA out of Korea today.

저는 종종 ASK(국외 입양인 연대)가 무슨 단체이고 무엇을 지지하는지, 누가 속해 있는지에 관한 질문들을 받습니다. 하지만 ASK는 사람들이 입양에 관한 질문들을 하는 것을 반기기기에 이런 질문들은 놀랍지 않습니다. 하지만 이런 질문들에 대답하기가 언제나 쉬운 것은 아닙니다. 해외 입양은 의논하기 쉬운 단순한 문제가 아니기 때문입니다. 해외 입양은 복잡하고 미묘하고 감정적이며 우리 모두의 삶에 빠질 수 없는 중요한 문제입니다. 가끔씩 저는 사람들에게 ASK의 사명과 비전, 그리고 ASK 회지와 입양에 관계된 뉴스 기사들이 담긴 ASK 웹사이트에 접속하라고 안내할 지 모릅니다. 웹사이트에는 매달 열리는 포럼과 ASK에서 후원하는 다른 활동들에 관한 공지사항도 있습니다. 하지만 ASK 웹사이트도 모든 질문에 대답해 주는 것 같진 않습니다. 게다가 ASK의 한국어 이름인 국외 입양인 연대가 GOA’L의 한국어 이름인 해외 입양인 연대와 비슷해서 생기는 혼란도 있습니다. 이런 혼란은 입양인들 사이에서는 흔하지 않습니다만 한국인들 사이에서, 특히 신문사나 잡지사에서는 이런 혼란이 많이 있습니다. GOA’L과 ASK의 한국어 이름이 비슷한 것은 사실이지만 두 단체가 나타내는 것은 다소 차이가 있습니다.

본질적으로, 국외 입양인 연대는 한국에 살면서 한국의 해외 입양이 더 이상 필요해지지 않는 날을 위해 일하고 있는 성인 입양인들의 모임입니다. 우리는 해외입양 문제가 과거와 연결되어 있지만 과거에 묶여 있지는 않다고 봅니다. 지금의 대한민국은 우리 입양인들의 대부분이 해외로 입양되었던 15년, 20년, 30년, 40년 전의 모습과는 많이 다릅니다. 우리가 해외입양에 대해 가지고 있는 생각은 대체로 우리가 태어난 이 나라에 살면서 겪었던 일들에 의해 직접적으로 영향을 받았습니다. 우리가 해외입양에 대해 갖고 있는 의견들은 우리가 읽었던 입양에 관한 기사들, 한국 사회와 입양 기관들에서 겪었던 경험들, 친부모님들과 그들을 찾는 과정에서 있었던 일들, 양부모님, 그리고 무엇보다 중요한 영향을 미친, 전세계에서 모인 각기 다른 개성을 무작위로 모아놓은 듯한 우리 입양인들 모두를 통해 얻은 지식에 바탕을 두고 있습니다.

하지만 ASK 회원들은 언제나 보도 기관에 해외 입양에 대해 우리가 취하고 있는 입장이 개인적인 것이 아니라고 말합니다. 글쎄요, 그렇기도 하고 그렇지 않기도 합니다. 개인적인 것이기도 하고 정치적인 것이기도 합니다. 우리는 우리 자신이 입양인이 아니었다면 여기 이렇게 입양인들과 미혼모, 친부모들의 권리를 주장하고 있지 않았을 것입니다. 하지만 동시에 해외 입양은 개인적인 문제가 아닙니다. 우리가 개인적으로 입양으로 인해 “좋은” 경험을 가지고 있든 “나쁜” 경험을 가지고 있든 상관 없습니다. 우리는 오늘날의 한국이 한국의 아이들을 돌볼 수 없는 것을 정당화 해주는 이유가 없다고 생각하고 좋은 경험이든 나쁜 경험이든 우리가 그렇게 느낀다는 사실을 바꾸어 주지 않습니다.

한국은 여전히 중국, 러시아, 과테말라 바로 다음으로 미국에 아이를 많이 보내는 거대한 입양아 공급국입니다. 수십 년 동안은 미국에 아이를 가장 많이 보내는 나라가 한국이었습니다. 큰 호황을 누리는 해외입양산업은 번창해왔고 한국에서 처음 이행된 성공 모델에 크게 기초하여 줄곧 확장되는 추세입니다. 1980년대 중반부터 한국 정부는 해외입양을 그만 두겠다고 약속해 왔지만 아직 그 말을 지키지 않고 있습니다. 정부조차도 아이 수출국이라는 별명이 고도로 발달되고 산업화된 나라에 어울리지 않는다는 것을 인정합니다. 그러나 무엇보다도 중요한 것은 병원, 고아원, 미혼모 보호소, 수양 부모를 포함하는 한국의 입양 산업이 심각하게 개선이 필요한 상태에 있다는 점입니다.

허울만 좋은 단체가 아닌, 정치적이고 활동적이며 입양인들이 이끌어가는 민간 단체인 ASK의 사명은 이런 변화들이 실제로 이루어 지는 것을 보는 것 입니다. 우리는 해외입양의 끝을 보고 싶습니다. 우리는 정부가 미혼모에게 지원을 해주어 그들이 아이를 보내지 않고 더 잘 키울 수 있게 해주길 바랍니다. 우리는 가족들이 서로 함께 지내기를 바랍니다. 우리는 한국 사회 봉사회, 홀트, 동방 사회 복지회, 대한 사회 복지회의 투명한 재무기록을 보고 싶습니다. 우리는 입양인들이 그들의 과거인 출생기록, 건강기록 등에 자유롭게 접근할 수 있기를 바랍니다. 우리는 한국에 돌아오는 입양인들이 이등시민으로 대접 받지 않기를 바랍니다.

이것들은 ASK가 지지하는 많은 일 중 몇 가지입니다. 이 많은 일들을 한 번에 설명하거나 말하기는 쉽지 않지만 우리는 언제든지 여러분 중 누구와도 함께 앉아 우리 연대에 영향을 미치고 있는 이 다양한 이슈에 대해 열린 토론을 할 기회를 반깁니다.

우리는 내년을 발전과 변화의 해로 보고 기다려 왔습니다. IKAA Gathering 2007은 우리들에게 아주 즐거운 시간이 될 것입니다. 우리는 내년엔 더 활동적이 되기를 바라고 있습니다. ASK는 내년에 애란원(미혼모 생활 시설) 에서의 봉사활동과 더불어 국회에 해외입양을 끝내기 위한 탄원서를 제출하고 매달 열리는 포럼을 개최하고 해외입양의 진실을 더 널리 알리기 위해 노력할 것입니다.
