Current Status of Support for Low-Income Mother-Child Families -2001

1) Object of Support
As of the December 2001, the number of mother-child families supported by the Mother-Child Welfare Act was 50,718 households and the number of family members was 136,678.
(2) Contents of Support
(a) Protection at home ⓐ Support for the educational expenses of children: For the purpose of preventing the vicious cycle of poverty and promoting self-reliance and self-support of low-income mother-child families, the government provided support of ₩9,785,000,000 for 20,665 children (in middle and vocational high schools) of low-income mother-child families in 2001. ⓑ Support for the expense of rearing children: For the purpose of supplying fostering expense and promoting the healthy growth of low-income mother-child families with children under six years old, ₩1,094,000,000 for 7,238 children was provided in 2001 by the government.
ⓒ Loan for rehabilitation fund: For the early independence and the stable life of low-income mother-child families, the government provided a rehabilitation fund of ₩4,000,000,000 for about 400 households in 2001. The loan to each household was less than ₩12,000,000 on condition that an annual interest of 7.25% (fluctuating rate) be paid and the installment be refunded within five years following a five year grace period.
ⓓ Support for living in permanent rental homes: For stable residences for the homeless low income mother-child families, the government provided permanent rental homes for 12,754 households in the end of 2001.
(b) Protection Facilities
ⓐ Mother-child protection facilities: Mother-child protection facilities are established and managed to secure a basic livelihood for homeless low-income mother-child families and to establish a basis for their independence. The period of protection is less than three years and if it is deemed necessary, it is possible to prolong it for a period of one year within two years after the first three year protection expired. The support provisions include cost of living, educational expenses of children, cost of vocational training, fuel expenses for heating, taxes, cost of auxiliary textbooks and general educational books, cost of school supplies, transportation expenses, cost of the lunch program at school, loan for the rehabilitation fund, support for a permanent rental home, childcare support, and support for resettlement expenses to achieve independence at the time of leaving the protection facilities. Thirty-nine protection facilities provided accommodations for 1,041 households nationwide as of the end 2001.
ⓑ Mother-child self-support facilities: Mother-child self-support facilities are established and managed to lay the foundation for the independence of mother-child households which leave the mother-child protection facilities but have insufficient preparation for independence and to lay the foundation for the independence of homeless low income households. The period of protection is less than three years and if necessary, it is possible to prolong it for a period of one year within two years after the first three year protection expired. The support provisions include educational expenses of children, cost of vocational training, cost of living during the period of vocational training, loan for rehabilitation fund, support for permanent rental housing, and childcare support. Three self-support facilities nationwide provide accommodations for 56 households as of the 2001.
